PNP and the Community

As part of the Revitalized Kasimbayanan Program of the PNP, Youth Summit (City Level) was conducted which was joined by different barangay members of Tagyatay City together with the PNP Personnel, Police Cadets of Philippine National Police, SK Federation of Tagaytay City, and other Tagaytay Charter Council. The program was conducted through a dialogue about Executive Order No. 70 (ELCAC), Drug Awareness, giving bible copies, and a friendly basketball game.


Executive Order No. 70, or the Whole-of-Nation Approach to End Local Communist Armed Conflict (ELCAC), is a policy directive issued by the Philippine government in December 2018. The ELCAC aims to address the long-standing communist insurgency in the Philippines by implementing a comprehensive approach that involves multiple government agencies, local government units, and the private sector. It is based on the principle that the root causes of the communist rebellion in the Philippines, such as poverty, social inequality, and lack of development, must be addressed in order to effectively end the conflict. The ELCAC seeks to address these root causes through the implementation of various social, economic, and governance programs that aim to promote development, reduce poverty, and improve the lives of marginalized communities.

One of the key components of the ELCAC is the establishment of Local Task Forces to End Local Communist Armed Conflict (LTF-ELCAC) in every province, city, and municipality in the country. These LTF-ELCACs are composed of representatives from various government agencies, local government units, and the private sector. They are tasked with coordinating the implementation of the ELCAC programs and activities in their respective areas. The ELCAC also emphasizes the importance of community engagement and participation in the implementation of the ELCAC programs and activities. This is aimed at ensuring that the needs and concerns of the community are taken into account and that the programs and activities are responsive to the needs of the community.

ELCAC aims to counter the influence of the Communist Party of the Philippines (CPP) and its armed wing, the New People's Army (NPA), by promoting a culture of peace and development and by exposing the CPP-NPA's violent and criminal activities. Known as a comprehensive approach to addressing the communist insurgency in the Philippines. By addressing the root causes of the conflict, promoting development, reducing poverty, and engaging communities, the ELCAC aims to end the communist rebellion and create a more peaceful and prosperous Philippines. However, it has also been criticized for its lack of proper implementation, for the human rights violations, and for the accusations of red-tagging.

Maintaining a good relationship between the Philippine National Police (PNP) and the community is essential for ensuring public safety and order. The PNP plays a crucial role in protecting citizens and property, enforcing laws, and preventing crime. However, the PNP cannot effectively carry out its duties without the support and cooperation of the community. A strong and positive relationship between the PNP and the community is essential for ensuring that the PNP can effectively carry out its duties and that the community feels safe and protected.

A good relationship between the PNP and the community is built on trust. Trust is not something that is easily given, it is something that must be earned over time. The PNP must take steps to build trust with the community by being transparent in their actions, by being accountable for their actions, and by being respectful and responsive to the needs of the community. The PNP should also work to build partnerships with community organizations and leaders, and engage in community policing activities that promote mutual understanding and cooperation.

When the community trusts the PNP, they are more likely to report crimes and suspicious activity, which can aid the PNP in preventing and solving crimes. Trust also allows the PNP to build positive relationships with community members, which can help to build understanding and cooperation between the two groups. This cooperation is crucial in addressing and solving community problems, and in planning and implementing community-based policing programs and crime prevention strategies.

Furthermore, when the community trusts the PNP, it creates a safer and more secure environment for everyone. The PNP can more effectively carry out its duties, and the community can feel more confident in the PNP's ability to protect them. Trust also creates a sense of shared responsibility for maintaining public safety and order, which can lead to a greater sense of community ownership and participation in crime prevention efforts.

Overall, maintaining public safety and order depends on the PNP and the community having a positive relationship. The PNP is essential to safeguarding people and property, upholding the law, and reducing crime. However, the community's support and cooperation are necessary for the PNP to perform its duties properly. For the PNP to efficiently perform its tasks and for the community to feel safe and protected, a strong and positive relationship between the PNP and the community is necessary.
