Transfer of the Philippine National Police Academy (PNPA) to the Philippine National Police (PNP)

REPUBLIC ACT NO. 11279 - AN ACT TRANSFERRING THE PHILIPPINE NATIONAL POLICE ACADEMY (PNPA) AND THE NATIONAL POLICE TRAINING INSTITUTE (NPTI) FROM THE PHILIPPINE PUBLIC SAFETY COLLEGE (PPSC) TO THE PHILIPPINE NATIONAL POLICE (PNP), AMENDING FOR THE PURPOSE SECTIONS 24, 35, 66, 67 AND 68 OF REPUBLIC ACT NO. 6975, OTHERWISE KNOWN AS THE "DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT ACT OF 1990", AS AMENDED, APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES.

On April 12, 2019, the Philippine National Police (PNP) has officially assumed complete jurisdiction of the country’s premier police training institution for PNP-commissioned officers.

PNP Chief, Police General Oscar D Albayalde accepted the formal transfer of the Philippine National Police Academy from the Philippine Public Safety College to the Philippine National Police during simple rites at Camp General Mariano N Castañeda in Silang, Cavite.


The transfer gives the PNP full administrative and operational supervision and control over the PNPA that is envisioned “to effectively address current dysfunctions and reforms and innovations in the police training programs”. The transfer is among salient provisions of Republic Act No. 11279 enacted last April 12, 2019, that aims to achieve the goals of a highly efficient and competent police force. The PNPA is the main source of commissioned officers of the PNP that offers a 4-year cadetship baccalaureate program on Public Safety.


The transfer of the Philippine National Police Academy (PNPA) from the Philippine Public Safety College (PPSC) to the Philippine National Police (PNP) is a significant development in the history of Philippine law enforcement. This transfer is aimed at improving the quality of police training and education and ensuring that the PNP has the necessary resources and capabilities to effectively serve the public.


As I have witnessed the transfer of PNPA to PNP, through its progress, development, and effect, I can really say that one of the primary benefits of the transfer is the improvement of police training and education. The PNPA is the premier institution for the training and education of police officers in the Philippines. By transferring the PNPA to the PNP, the police academy had access to the resources, expertise, and support of the larger police organization. This also allows the PNPA to provide more comprehensive and effective training to the officers of the PNP, and to more effectively respond to the changing needs of the law enforcement community. Another benefit of the transfer is the improvement of the PNP's capability to serve the public. The PNP is responsible for maintaining peace and order, protecting the lives and property of the citizens, and preventing crime. By having access to the PNPA and its resources, the PNP is now better equipped to fulfill its mission and provide the highest level of service to the public. This transfer also helps to ensure that the PNP has the necessary training and education to effectively respond to the challenges of modern policing and to provide the highest level of protection to the public.


Moreover, the transfer has had a significant impact on the development of infrastructure at the PNPA. The transfer has provided new opportunities for the PNPA to invest in the physical and technological infrastructure necessary to provide the best possible training experience for police officers in the Philippines. One of the main areas of development has been the upgrading of facilities and classrooms. With the transfer to the PNP, the PNPA has been able to access additional resources and funding to improve the facilities and equip them with the latest technology. This has helped to create a modern and interactive learning environment that is better equipped to meet the changing needs of the police force.


Over and above that, it is also expected to improve the accountability and transparency of police operations. The PNP is a large and complex organization, and it is important that it operates in an open and transparent manner. By having the PNPA as part of the PNP, the police academy will be subject to the same accountability and transparency requirements as the rest of the organization. This will help to ensure that the PNP is held accountable for its actions and that the public can trust in the quality of its operations. This transfer is a key part of the ongoing efforts to modernize and improve the Philippine law enforcement community, and to ensure that the PNP is equipped to respond to the changing needs of the public.
