PNP Operational Strategy of Enhanced Managing Police Operations (EMPO)

The Philippine National Police announced their complete response, the MPO, in September 2015 in response to the call for the implementation of a deliberate, methodical, and persistent approach to combating criminality. In addition to helping to remedy the flaws in police operations, it offers the precise concepts, rules, and procedures required to direct Chiefs of Police (COPs) or Station Commanders (SCs) in their routine leadership and management responsibilities.


Initially, this re-energized crime prevention effort was applied from the Police Community Precincts (PCPs), to the stations, to the districts up to the NCRPO and solving them based on crime analysis. It used police operations such as Checkpoint, Oplan Bakal-Sita, Mobile Patrol, Beat Patrol, and Oplan Bulabog that were "deliberate, programmatic and sustained" and supported by scientific crime reporting. The leadership decided to roll out the MPO across the country as a result of the system's success in the NCRPO's remarkable decrease in crime. Since its implementation, rape has dramatically declined across the country among the seven (7) target offenses. In this regard, all PIP units are instructed to focus their efforts on common crimes, which are those unlawful acts that top the list of reported offenses or outnumber all others by a significant margin.


This comprises efficient planning, execution, and evaluation on the part of the Quad Staff. Systematically, purposefully, and consistently effective police intervention, intelligence, investigation, and community relations should be used with an emphasis on the following:

  1. Intelligence - target setting;

  2. PCR - information operations;

  3. Investigation - crime analysis and internal cleaning; and

  4. Operations - incorporating all operational interventions into a calculated area management security.

The Enhanced Managing Police Operations (EMPO) is a strategic operational approach used by the Philippine National Police (PNP) to enhance the management of its police operations. The EMPO was developed to improve the effectiveness and efficiency of the PNP in serving the public and preventing crime. One of the key components of the EMPO is the use of modern technology to enhance police operations. The PNP has implemented various technological solutions, such as crime mapping and analysis software, to better understand crime patterns and respond to criminal incidents in a more efficient and effective manner.



Additionally, the PNP has implemented a computerized dispatch system that enables officers to quickly respond to incidents and allocate resources more effectively. Another component of the EMPO is the use of community-based policing strategies. The PNP recognizes the importance of building trust and cooperation between the police and the community in order to effectively prevent and solve crimes. Through community-based policing, the PNP works closely with local community organizations to address the specific needs and concerns of the community. This collaboration can help the PNP better understand the community and prevent crime more effectively.

The EMPO also emphasizes the importance of inter-agency collaboration and partnerships. The PNP recognizes that it cannot effectively address crime and public safety issues alone and works closely with other government agencies and private organizations to share resources and information. This collaboration helps the PNP respond to incidents more effectively and provides a more comprehensive approach to crime prevention and resolution. Through the EMPO, the PNP is committed to improving its operations and ensuring the safety and security of the community.

The main objectives of the EMPO are to:

  1. Improve the efficiency of police operations through the use of modern technology and innovative solutions.

  2. Strengthen community-police relationships through community-based policing strategies and engagement with local communities.

  3. Enhance inter-agency collaboration and partnerships to share resources and information and provide a more comprehensive approach to crime prevention and resolution.

  4. Promote accountability, transparency, and professionalism within the PNP to ensure that officers are following ethical and professional standards.

  5. Foster a culture of continuous improvement within the PNP to ensure that the organization remains responsive to the changing needs of the community.
